WASHINGTON (AP) -- In a bold strike, the Federal Reserve slashed a key interest rate by a half point on Tuesday -- the first cut in over four years -- and left the door open to further relief to prevent a painful housing slump and jarring credit crunch from driving the country into recession.

Wall Street responded enthusiastically, propelling stocks up 335.97 points -- its biggest one-day point jump in nearly five years. Politicians, shaken by record-high home foreclosures, also welcomed the move.

WASHINGTON - For the first time in more than four years, the Federal Reserve appears ready to lower interest rates to prevent a housing meltdown and a painful credit crunch from driving the economy into a recession.

A rate cut would affect millions of borrowers, with the intention of getting them to spend and invest more, which would revitalize the economy.

In one of their most important and anxiously awaited decisions, Fed Chairman Ben Bernanke and his central bank colleagues meet Tuesday to determine their next move on interest rates. Those policymakers are widely expected to cut an important rate, now at 5.25 percent, by at least one-quarter of percentage point. Some analysts predict a bolder step, a half-point reduction.

To qualify for a lower rate, a borrower needs a credit score of at least 680, out of a possible 850, according to a consensus of lenders. Last year, consumers needed a credit score of at least 650. Free credit reports are available online.

The best sites offer results from all three credit reporting agencies, including Experian, TransUnion, and Equifax. One possibility is AnnualCreditReport.com.Next, borrowers should check out their FICO score, provided by Fair Isaac. For $15.95, they can see how they rank.To lift ratings, consumers should make on-time payments and keep their credit card balances below 35 percent of their limits.

NEW YORK - The arrival of September was supposed to bring more clarity to the economic impact of the current credit crisis. Instead, each new bit of data coming out seems to be creating more confusion.

The first labor market contraction in four years, as revealed Friday in a weaker-than-expected jobs report, shows that the housing and mortgage collapse is putting some strain on the economy. And the continued dislocation in commercial paper markets, where companies raise cash to fund their operations, should be taken as a warning sign — in flashing red — that more bad news may be coming.

Countrywide Financial Corp. confirmed rumors Friday that it plans to make drastic cutbacks in its workforce, with an announcement after the close of financial markets that 10,000 to 12,000 layoffs are planned in coming months.

The layoffs -- which could total up to 20 percent of the company's workforce -- are to take place over the next three months, but might be scaled back if the environment for mortgage lending improves, the company said. Based on current interest rates, Countrywide said it expects loan-origination volume to decline by 25 percent in 2008 compared to this year.

Countrywide, like other mortgage lenders that depended on Wall Street investors to buy the loans it originated, has had trouble funding loans in recent weeks as investors have become concerned about the rise in delinquencies and foreclosures in markets where home prices are falling or stagnant.

Pending home sales, a forward-looking indicator, shows existing-home sales are likely to decline in coming months as mortgage disruptions work their way through the housing market, according to the National Association of Realtors®.
The Pending Home Sales Index*, based on contracts signed in July, fell 12.2 percent to a reading of 89.9 in July from the June index of 102.4, and was 16.1 percent lower than July 2006 when it stood at 107.1.

Lawrence Yun, NAR senior economist, said abnormal factors are clouding the horizon. “It’s difficult to fully account for mortgage disruptions in the index, and our members are telling us some sales contracts aren’t closing because mortgage commitments have been falling through at the last moment,” he said.

Sales of existing homes fell in June with some potential buyers staying on the sidelines, but prices rose modestly as inventories eased, according to the National Association of REALTORS®.

Total existing-home sales -- including single-family, townhomes, condominiums and co-ops -- declined 3.8 percent to a seasonally adjusted annual rate1 of 5.75 million units in June from a downwardly revised level of 5.98 million in May, and are 11.4 percent below the 6.49 million-unit pace in June 2006.

Nearly 2 million mortgages are scheduled for rate increases this fall and that’s expected to send foreclosures soaring.President Bush has blamed the failure of borrowers to read the fine print. But many experts say the problem runs much deeper. The mortgage business has long been a tug of war between a social commitment to broad homeownership and the efforts of private financial operators to earn money.Robert Kuttner, co-editor of The American Prospect and a senior fellow at Demos, a New York-based think tank, says the government should resume directly subsidizing starter mortgages and construction of homes for moderate-income buyers. He says these programs need to combine careful credit assessment with counseling, rather than relying totally on the private mortgage industry. He says he also would prevent irresponsible, speculative lenders from selling mortgages in the secondary market.“We've now had an experiment in the claims made for mortgage deregulation, extending over three decades, and deregulation flunked," Kuttner says. SAN FRANCISCO -- Countrywide Financial Corp., reducing costs as part of its effort to weather a credit crunch, has begun laying off employees involved in originating loans, according to a media report Sunday.
The layoffs occurred in the company's Full Spectrum Lending unit, which handles many home mortgages in a category known as Alt-A, or mortgages between prime and subprime that often involve borrowers who don't document their income, The Wall Street Journal reported in its online edition, citing a Countrywide (CFC Countrywide Financial Corp..CFC) internal email.

The email, sent to employees Friday by a Full Spectrum senior official, discussed layoffs made that day but didn't specify the number, the Journal reported.
The company as a whole employs about 61,000 people and had a sales force of about 6,800 in Full Spectrum out of a total loan-origination sales force of about 18,000 as of June 30, the Journal reported, citing a filing with the Securities and Exchange Commission.
Less than two weeks ago, Countrywide said it was hiring more loan officers from rivals forced to close down, the Journal said, but the company now is expected to reduce sharply its lending and costs because investor anxiety over rising defaults has made it almost impossible for lenders to sell many types of loans now deemed too risky.

NAR Supports New Regulations To Combat Unfair and Deceptive Lending Practices
WASHINGTON, August 15, 2007 - The financial markets are struggling with the results of abusive lending practices in the subprime market, including the collapse of several investment funds and the failure of more than 100 subprime lenders, noted the National Association of Realtors® in a letter to the Federal Reserve System Board of Governors.

NAR urged the Board, based on the authority given to it by the Home Ownership and Equity Protection Act of 1994 (HOEPA), to adopt regulations that combat unfair, deceptive and abusive mortgage lending acts and practices. “A rule has the potential to reassure investors and borrowers and could help mitigate overreactions that could deny mortgage loans to families who are willing and able to meet their obligations,” said NAR President Pat V. Combs, vice president of Coldwell Banker-AJS-Schmidt in Grand Rapids, Mich.

Earlier this year, NAR released its enhanced Responsible Lending Principles and has consistently encouraged federal banking agencies and their state counterparts to address abusive practices. “The Fed must act responsibly to protect consumers, and NAR pledges its support,” Combs said. “We champion the principle that all mortgage originators should act in ‘good faith and with fair dealings’ in all transactions, just as Realtors® are required by NAR’s Code of Ethics to treat all parties in the transaction honestly.”

NAR asked the Fed to eliminate prepayment penalties for all categories of mortgages, and if that is not feasible, to bar prepayment penalties for subprime mortgages and other mortgages where abuses are found. “Borrowers and their families are often trapped in abusive loans when they can’t afford to refinance because of high prepayment penalties.
Too often they do not understand that a loan with a prepayment penalty, which is supposedly saving them money, may actually turn around and haunt them when they try to refinance,” said Combs.

NAR urged the Board to require that subprime lenders mandate an escrow reserve for taxes and insurance. “This again will protect borrowers from large payments they can’t afford and help insure they understand the total cost of their monthly mortgage,” Combs said.

NAR also believes that “stated income” or “low-doc” loans should only be used sparingly and carefully in cases where there are mitigating factors. NAR called on the Board to establish and implement strong underwriting standards that would require all mortgage originators, not just subprime lenders, to verify a borrower’s ability to repay the loan. “Lenders should have the flexibility to consider all relevant facts, including a borrower’s income, credit history, future income potential and other life circumstances,” said Combs.

NAR issued the following additional recommendations: adopt anti-mortgage flipping regulations that require lenders to verify that the new loan provides a significant benefit to the borrower; encourage lenders to use alternative credit histories for borrowers with little or no credit histories; require all institutional lenders to periodically report borrowers’ payment histories to at least three national credit bureaus; require lenders to offer borrowers mortgage choices with interest rates and fees that reflect the borrower’s credit risk; and, working with HUD, improve consumer mortgage disclosure under the Real Estate Settlement Procedures Act (RESPA).

“NAR believes that existing guidelines are not enough to protect consumers and is pleased that the Board has made the first step toward this rulemaking. However, we still believe that each state should retain the authority to adopt its own high standards. Fighting abusive lending is an important issue to Realtors® . We not only want to help people achieve the dream of homeownership, we want to make sure they can continue to live it,” Combs said.

Buyer Tips

Home shopping. For first-time homebuyers it's an exciting, albeit nerve-wracking, experience. If you're like others in the market for their first home, you probably have in mind exactly how your soon-to-be home will look.

But it's important not to fall into the bad decorating, dingy walls, and dirt-bare back yard equals bad-home trap. If you don't see past the hideous wallpaper, funky light fixtures, and avocado green carpeting, you may miss out on a home with great potential. And, if you're looking for a home in a seller's market where homes are being snatched up as soon as they go on the market, you'll come to realize you can't be choosy if you want to make a competitive offer.

One of the first things to do is to get pre-qualified for a loan and determine the maximum you can afford to offer for a house. Don't look at homes that are asking for more than 5 percent above your maximum, otherwise you'll be setting yourself up for disappointment if you find the perfect - but outside your budget - home.

So what to do?

The floor plan of the home is extremely important. If a floor plan isn't quite to your liking, consider rearranging it or adding on. If you're looking at an existing home and will need to remodel or expand to suit your needs, the estimated cost of renovation should play a role in how much you offer.

Also, consider the features of a home:

Walls. While walls are one of the easiest things to remedy, they also make a huge first impression. If the walls need to be painted, are covered in wallpaper, or are painted a color you find distasteful, picture them crisp and clean in the color of your choice - that's how they could look after you paint them.

Floors. Like walls, carpet or floor surfaces that are old or outdated can be easily replaced. You could even ask for a carpet allowance in your bid, especially if you're in a buyer's market.

View. Things like old, ugly -even dirty - windows and window treatments can make a view appear less desirable. Those things can be improved, so unless the only view you have is of your neighbor's clunker on the side of the house, don't get hung up on what is surely a fixable view.

Landscaping. Your best bet is a moderately landscaped yard because you can always improve landscaping without spending too much. Worst case, even if you're looking at dirt, landscaping is one of the more feasible projects to tackle. Plus you get to design it however you'd like if you're starting from scratch.

Closets and garages. You can never have too much storage space, which is why so many newer homes have three-car garages. But if you encounter a converted garage that is now a bedroom or storage room, don't give up. Converted garages can almost always go back to their original purpose without much cost or labor.

Kitchen. The most popular room in the house, many homeowners want their kitchen to be large and have modern appliances. Don't let color schemes from the '70s detract you, because there's nothing like a fresh coat (or two) of paint to make a kitchen your own. Plus, if you like the rest of the house enough to make an offer, you can give the kitchen a minor spruce-up with some new appliances, or a major overhaul complete with new countertops, cabinets, and flooring.

The exterior. If the home you're looking at doesn't have good curb appeal, try to picture it with a fresh coat of paint and spruced-up landscaping.

Pools. If you want a pool, buy a home with a pool already built in. The cost of adding a pool starts around $25,000, and paying to add one later will never yield a dollar-for-dollar return on investment. The cost of repairing a pool is less than putting one in, so if you're looking at a home with an old pool that looks like it's in bad shape, it's still a better bet than putting one in later.

When making an offer, bear in mind the things that you can't live without, as well as your budget. Also, be sure you hire a professional home inspector to inspect the house. If the home's systems are in good working order and the house has everything you want except a minor item or two, make an offer accordingly.

Most importantly, keep in mind that unless you're building your dream home from scratch, you'll probably never find the perfect home. But seeing past a previous owner's bad decorating choices to the core of the home and its potential for livability will yield you the home you've always wanted. It may take some work, but hey - it's yours.

1. Find a real estate agent that’s simpatico. Homebuying is not only a big financial commitment, but also an emotional one. It’s critical that the agent you chose is both skilled and a good fit with your personality.

2. Remember, there’s no “right” time to buy, any more than there’s a right time to sell. If you find a home now, don’t try to second-guess the interest rates or the housing market by waiting. Changes don’t usually occur fast enough to make that much difference in price, and a good home won’t stay on the market long.

3. Don’t ask for too many opinions. It’s natural to want reassurance for such a big decision, but too many ideas will make it much harder to make a decision.

4. Accept that no house is ever perfect. Focus in on the things that are most important to you and let the minor ones go.

WASHINGTON, August 02, 2007 -

Data sharing, security and consolidation of multiple listing services are top concerns for Realtors® and MLS executives, according to the 2007 REALTOR® MLS Technology Survey. The survey describes MLS trends and technology practices and was released today by the National Association of Realtors® Center for REALTOR® Technology.
The fifth annual survey showed strong interest in expanding MLS service territories, with nearly one-third of respondents favoring a statewide MLS, up from 19 percent last year. Twenty-seven percent said that a market area or metro statistical area would be ideal, while 21 percent preferred a larger market region within the state.
MLS service regions commonly expand through consolidations, which the survey also shows are on the rise. Thirty percent of those surveyed said their MLS has already consolidated with one or more MLS, up from 15 percent last year, and another 38 percent are considering consolidation.

June Pending Home Sales Index Shows Market Improvement

WASHINGTON, August 01, 2007 - A forward-looking indicator based on pending home sales shows the market is likely to stabilize in the months ahead, according to the National Association of Realtors®.
The Pending Home Sales Index*, based on contracts signed in June, was 5.0 percent higher from the downwardly revised May index of 97.5, but is 8.6 percent below June 2006 when it stood at 112.0. This 5.0 percent monthly gain is the largest in more than three years, since a 6.1 percent increase in March 2004.
Lawrence Yun, NAR senior economist, said it is encouraging that the increase occurred in all four major regions. “However, it is too early to say if home sales have already passed bottom,” he said. “Still, major declines in home sales are likely to have occurred already and further declines, if any, are likely to be modest given the accumulating pent-up demand.”

About the State Housing Portfolio

The Connecticut Housing Finance Authority’s State Housing Portfolio Division is responsible for the administrative oversight of the housing portfolio which was transferred from the Department of Economic and Community Development (DECD) via Public Act 02-05 of the May 9, 2002 Special Session of the General Assembly.

CHFA’s State Housing Portfolio Division (SHP) monitor’s the portfolio for compliance with State Statute and Regulations as well as applicable laws, including Fair Housing. Policies are established at CHFA to assist Housing Authorities Non-Profit and For-Profit developers in meeting the needs of residents while maintaining the long-term viability of the property. The partnership in affordable housing within the State of Connecticut will ensure the quality of housing and support services provided to residents. DECD provides subsidy and grants which assist in this effort. CHFA and DECD work collaboratively to meet the needs of the properties in this portfolio and their residents.

The SHP division is comprised of an Administrator, Asset Managers, Technicians and Administrative support personnel. The portfolio consists of 405 properties totaling 17,776 units of housing. Programs administered include: Elderly Housing, Moderate Rental, Congregate Housing, Affordable Housing, Limited Equity Cooperatives, Housing for the Homeless and the PRIME program.

Reverse Annuity Mortgage (RAM)
A RAM is a low-interest rate first mortgage loan that allows low-income elderly homeowners, with long-term care needs, to use the equity in their homes to provide a monthly tax-free cash payment. A lump sum can also be provided at the time of closing. Borrowers receive payments from CHFA each month for either five or ten years, and the loan balance is repaid in one payment after the death of the borrower or when s/he ceases to occupy the property. The amount of the monthly payment received varies based on the equity in the home; CHFA lends up to 70% of the home's value.

Eligible Borrowers
All property owners must be at least 70 years of age to apply for a Reverse Annuity Mortgage. At least one borrower must have a need for long-term health care or supportive services; an independent social service agency must certify the need for long-term care. Household income may not exceed $81,000 per year.

Eligible Properties
Three types of properties are eligible for reverse annuity mortgages: single family homes, condominiums, and planned unit developments.

Homebuyer Mortgages are 30-year, fixed rate loans, carrying aninterest rate below comparable market rates. Funds are availableon a continuous basis, year-round.

Mortgages are originated and serviced by over 80 participating lenders (banks and mortgage companies) statewide.

Eligible Borrowers
Homebuyer Mortgages are available to first time homebuyers with low or moderate incomes who are buying moderately priced homeswithin CHFA sales price limits or persons who have not had anownership interest in a home for the previous 3 years. Prior homeowners may qualify for a mortgage if the home they purchase is within atargeted area. Household income limits, which vary by town, applyto all borrowers with one exception: In targeted areas, over incomelimit households may still apply for CHFA financing without regard to the income limits.

Baby boomers are touted as being the wealthiest generation in U.S. history. But only one in 10 are considered affluent, according to a recent study conducted by Focalyst, a market research firm that is a joint venture of AARP and the Kantar Group. Of the more than 30,000 U.S. *****s over the age of 42 who participated in the study, only 9 percent (or one in 10) have an annual household pre-tax income of $150,000 ($100,000 if retired).Home ownership is important for this financially savvy group, which Focalyst dubs “Boomer Elites.” The study finds them well prepared for retirement; 95 percent (compared to 75 percent of all boomers) have some sort of savings or investments.They consider their home as an investment, according to Heather Stern, director of marketing for Focalyst. The average home value for this group is $519,000 compared to $282,000 for boomers overallNot only do almost all Boomer Elites own their own home, but they are more likely to own multiple homes. Approximately 21 percent of the Boomer Elites own at least two homes, and 7 percent said they plan to purchase an additional home. Among all boomers, only 8 percent own a second home and 2 percent plan to buy a second home.

TEN ATTRIBUTES OF PROFITABLE FIX-UP HOUSES. Like my friend, if you are serious about earning profits from fixer-upper houses, here are the 10 key attributes to seek:
1. Basically sound condition without major structural defects. In most communities, this means looking for three- or four-bedroom houses with good foundations and without a major need for renovation other than cosmetic fix-up. Avoid two-bedroom houses unless your town has a strong renter or buyer demand for these smaller homes.
2. Good location with a low crime rate. No matter how enticing a run-down, profit-potential house might be, if it has a poor location there's little or nothing you can do to cure that.
For example, houses next to a noisy freeway or on a very busy street won't appeal to most other buyers except at bargain prices so there is little you can do to raise values in an undesirable location. If most of the nearby houses are run-down and poorly maintained, they will drag down the value of your house. However, if you buy a run-down house in a good neighborhood of well-maintained homes, they will drag the market value of your home up after it is renovated.
3. Good-quality school district. Even when a house is in sound condition in a good location, if the public schools are of poor quality, that greatly hurts the resale value for fixer-upper houses. Always look for houses with school test scores at or above the median for the area where families with children are attracted.
4. Need for profitable cosmetic fix-up work, but not major unprofitable repairs. Examples of profitable cosmetic improvements include fresh paint inside and outside (the most profitable improvement you can make), new light fixtures, new carpets and flooring, and fresh landscaping.
But stay way from fixer-upper houses that need unprofitable work such as new wiring, new plumbing, foundation repairs, major kitchen and bathroom renovation, room additions, and a new roof. These expensive, unprofitable improvements rarely add more than their cost to the market value of the home.
5. Purchase price at least 30 percent below the market value of nearby comparable homes in good condition. "Buy the worst house in the best neighborhood" is a sound motto to follow. Another good motto is: "Your first profit is earned when buying at the right price."
If the seller won't heavily discount the sales price to compensate for a home's run-down condition, keep looking until you find a house with profit potential meeting the criteria explained here.
6. Purchase from a motivated seller who is anxious to sell. Motivating reasons for selling a home include job transfer, pending foreclosure, divorce, health reasons, family birth or death, and unemployment.
If the home has been listed for sale at least 60 to 90 days with no offers, even if the asking price is too high, that is another indication of possible sales motivation so it may be time to make a "lowball" purchase offer.
7. Affordable low-down-payment financing. Taking over an existing mortgage (called buying "subject to"); a lease with option to buy; seller carryback financing; or a combination of these methods indicates probably easy financing.
If the house is in bad shape, avoid obtaining a new mortgage unless it is approved by the lender on an after-fix-up, market-value appraisal. After your fix-up work is completed, that's the time to get a new mortgage, based on the home's increased market value.
8. Seller or tenant will vacate immediately upon transfer of title. The best way to profit from a fixer-upper house is to work on a vacant structure. Attempting to make improvements while the seller or a tenant lives in the property makes the upgrading work doubly difficult.
9. Within a 60-minute drive from your current residence. During renovation of a fix-up house, it pays to visit the property nearly every day to be certain the work is getting done correctly.
When the owner doesn't inspect frequently, the workers often don't show up or they slack off. Incidentally, never pay contractors by the hour (except for minor work) and always pay by the job after it is finished to your satisfaction.
10. Good demand from renters and/or buyers. Unless you plan to live in the fixed-up house, it pays to consider the current demand for houses from renters and buyers. If local employment and economic conditions are good, chances are home values are stable.
However, if more people are moving out than are moving into the community, maybe it's not the right time to invest in a fixer-upper house there unless it can be bought for a 40-50 percent discount off the market value of nearby homes in excellent condition.

History of Town of Groton Connecticut

The Town of Groton lies on Fishers Island Sound between the Thames and Mystic Rivers where from times past its rugged hills and lush green woods have sloped down to sandy beaches and rocky shores. When Dutch explorer Adrian Block charted the coast in 1614, this was the stronghold of the Pequot Indians, the dominant native tribe, who were displaced in 1637 when Captain John Mason led a punitive expedition against their Mystic fort.

Groton was settled by Europeans as part of New London when John Winthrop, Jr., came from Massachusetts Bay in 1646 to found Pequot Plantation at the mouth of the Thames. By 1705 the population east of the river had increased sufficiently for the General Court to allow the inhabitants to incorporate as a separate town, which they named Groton in honor of the Winthrop estate in England.

Early settlers were primarily farmers, but they turned early to shipbuilding and the maritime trade to supplement their livelihood scratched from the rocky soil. Groton vessels traded with Boston and New York and soon found their way to the West Indies and across the Atlantic.
During the American Revolution the town was active against the tyranny of King George, sending out privateers to prey on British commerce. Perhaps in reprisal for their success, superior troops led by the traitor Benedict Arnold attacked Fort Griswold on Groton Heights Sept. 6, 1781. The one-sided battle ended with a dreadful massacre of the brave American defenders. The site is marked with a 134-foot monument and is now Fort Griswold Battlefield State Park.

After the war shipping and commerce boomed, and mill wheels turned on every stream. Groton seamen sailed to the ends of the earth hunting seals and whales. Major shipyards developed. At West Mystic, Maxson & Fish built clipper ships and the Civil War ironclad Galena. After the war, in 1868, a Navy Yard was established on the Thames River, which during World War I was officially commissioned as a submarine base.

Groton became known as the Submarine Capital of the World when the Electric Boat Division of General Dynamics delivered 74 diesel submarines to the Navy in World War II. This was followed in 1954 with the launch of the USS Nautilus, the world's first nuclear-powered submarine, now permanently berthed at Goss Cove near the Submarine Base.

Today Groton is a regional center for commerce and industry while its shoreline location and its many historical sites have made the region a prime tourist attraction.

8. Fail to Check Out a Remodeler: Never, ever hire a contractor who knocks on your door or says his prices are good for only a few days. Confuse "Pre-Approved" and "Pre-Qualified" with a Loan Commitment: These are debatable terms in real estate because not all lenders apply the same definition to each expression. In fact, one leading real estate dictionary contains neither expression because their definitions are uncertain. According to one school of thought, however, when you are "pre-qualified," the lender is making an educated guess about how much you can borrow based on information you've provided. When you are "pre-approved," the lender has verified everything you have told him or her and is offering to lend you up to a given amount at current interest rates -- under certain conditions. Whether pre-qualified or pre-approved, final clearance and a check at closing -- a loan commitment -- are subject to an appraisal satisfactory to the lender, good title, a last-minute credit check, and other verifications. When meeting with lenders, always ask how they define each term and what additional steps will be required to obtain a loan.
Have Too Much Credit: Excessive credit is almost as bad as no credit or even bad credit. Even if you pay your bills on time, lenders tend to focus just as much on how much credit you have available to you as they do on timeliness. So being up to your ears in car loans and credit cards is a sure way to be turned down for a mortgage. Postpone any big ticket purchases until after you buy your house.
Lie on Your Loan Application: Exaggerating your income on a mortgage application or putting down other untruths can be a federal offense. Lenders rarely prosecute liars. But if they find out later, they can call your loan due and payable. Don't ever sign your name to a loan application that is not completely filled out, either. Loan officers have been known to stretch the truth to get a client approved, but it's the borrower who ends up paying the price, often in the form of monthly loan payments he can't afford.

A technique used in the 1980s during a slow housing market is emerging again by lenders who are trying to help move some of the unsold houses glutting local markets. This technique is called a mortgage rate “buydown.” Rather than lowering the asking price of a house, a seller offers a discount rate package that lowers the buyer’s effective interest costs and monthly payments during the first few years of the loan.
The most popular form of a buydown in the ’80s was a “3-2-1” on a fixed rate 20 year mortgage. In this instance, the seller agrees to pay 3 percentage points of the interest rate during the first year, then 2 percent during the second and 1 percent in year three. After that, the buyer pays the full rate.
If you had a house for sale at $210,000, for example, would save more money by offering the buydown rather than discounting the house price by $10,000.

A new 11 month high in interest rates! Bankrate.com reports that "The average 30-year, fixed-rate mortgage has climbed more than half a percentage point in the last month. Such a spectacular rise has happened a few times in the last decade ... The benchmark 30-year fixed-rate mortgage rose 23 basis points, to 6.84 percent ... One year ago, the mortgage index was 6.71 percent; four weeks ago, it was 6.32 percent. In Bankrate's weekly survey, the 30-year rate hasn't been this high since July 19, 2006, when it was 6.89 percent."Is it going to affect the home-buying public?

Stonington, CT’s Rich History

Founded by the Pequot tribe, whose influence is present still, Stonington, CT’s great moments in history occurred during the Revolutionary War and the War of 1812, when the town twice fought off bombardments from the British navy.
